Russian Justice Ministry Seeks to Outlaw LGBTQ Movement as Extremist

LGBTQ community faces further persecution as Russia intensifies its crackdown on gay rights

In a significant blow to the LGBTQ community in Russia, the country’s Justice Ministry has filed a lawsuit with the Supreme Court to label the LGBTQ “international public movement” as extremist. The ministry claims to have identified “signs and manifestations of extremist nature” in the activities of the LGBTQ movement, including the incitement of social and religious discord. This move represents the latest and most severe step in the ongoing crackdown on gay rights in Russia, which has been escalating over the past decade under the leadership of President Vladimir Putin.

The Crackdown on LGBTQ Rights:

The assault on LGBTQ rights in Russia began around a decade ago and has progressively eroded the community’s freedoms. In 2013, the Kremlin introduced the notorious “gay propaganda” law, prohibiting the public depiction of “nontraditional sexual relations” among minors. This legislation marked the first major restriction on LGBTQ rights in the country. In 2020, Putin further solidified his stance on traditional family values by pushing through a constitutional reform that banned same-sex marriage.

The Escalation of Anti-LGBTQ Measures:

Following the incursion of Russian troops into Ukraine in 2022, the Kremlin intensified its rhetoric on protecting “traditional values” from what it deemed as the West’s “degrading” influence. This move was widely seen as an attempt to legitimize the military action in Ukraine. In the same year, a law was passed that extended the ban on the promotion of “nontraditional sexual relations” to include adults, effectively outlawing any public endorsement of LGBTQ people.

The Latest Restrictions:

This year, Russia implemented another set of discriminatory laws targeting transgender individuals. The legislation banned gender transitioning procedures and gender-affirming care, prohibiting any medical interventions aimed at changing a person’s sex. It also made it impossible for individuals who had changed their gender to become foster or adoptive parents, and listed gender change as a reason to annul a marriage. These measures further marginalize and stigmatize the transgender community in Russia.

President Putin’s Stance:

President Putin has consistently championed “traditional family values” and has been a driving force behind the crackdown on LGBTQ rights in Russia. In a speech in September 2022, during a ceremony formalizing Moscow’s annexation of four Ukrainian regions, Putin expressed his opposition to what he called “perversions” that he believes lead to degradation and extinction. He questioned whether Russia wanted to replace “mom” and “dad” with “Parent No. 1, No. 2, No. 3” and voiced concerns about the supposed imposition of LGBTQ education in schools.

Conclusion:

The Russian Justice Ministry’s lawsuit to outlaw the LGBTQ movement as extremist marks a distressing development in the ongoing persecution of the LGBTQ community in Russia. This move, coupled with previous legislation restricting LGBTQ rights, highlights the increasingly conservative and oppressive environment for LGBTQ individuals in the country. As the Supreme Court prepares to consider the lawsuit, it remains to be seen what the implications will be for LGBTQ people in Russia. The international community must continue to condemn these discriminatory actions and advocate for the protection of LGBTQ rights globally.
